Significant development of construction work in Pishpek and the Chu Valley was associated with the beginning of design and survey work and the creation in Pishpek of the CHUPRA-Chuya Directorate for Irrigation of the Chu River Valley. The construction of dams, canals, and main ditches began. Since 1910, under the leadership of engineer V.A. Vasilyev, research, design and construction work began on large hydraulic structures - the Atbashi and Krasnorechensky canals. In 1914, this construction grew into one of the major construction projects in Turkestan. At the same time, construction of a cement plant began, a sawmill began operating in Kemin, and a sleeper-flowing plant for the railway under construction was opened in Chumysh. A 135 hp hydroelectric power station was also built here. with two Francis turbines. The consumers of the hydroelectric power station were to be the buildings and railway workshops of the Pishpek station. Since 1917, all work was stopped. The general devastation and collapse of the economy in Russia due to revolutionary events delayed construction for many years. Initially, the CHUPR office was located in the house of the breeder Pugasov, then in the house of the elder Terentyev, and in 1918 in the house on Klyuchevaya.
