Isaev was born in 1931 in the city of Frunze, worked as the chief architect and head of the workshop of the Frunzegorproekt Institute, from 1968 to 1972 he was the chief architect of the city of Frunze, from 1986 to 1991 he headed the Union of Architects of Kyrgyzstan.
