 City government on the north-eastern corner of Meshchanskaya and Tserkovnaya streets in the Vasiliev house. Beginning of the twentieth century. The administration rented houses from wealthy townspeople, who not only maintained the premises, but also held high positions in them. The first city mayor was Nikanor Titovich Rybyanov, and from 1890 - Ivan Panteleevich Sapozhnikov. They said that he got caught in crime, collected taxes from the townspeople and embezzled part of the cash, for which he was sentenced to five months and 10 days in prison. In 1891, Morozov was the headman. All power in the city of Pishpek was in the hands of the district chief, everyone was completely dependent on him. City government was rather formal in nature. The first elected headman in 1895 was Ilya Fedotovich Terentyev. Since that time, city elected authorities began to play a significant role in the life of the city. Vasiliev was elected headman in 1905-1908.
