 District forestry on Boulevard Landscaping was considered an important element in the improvement of cities and towns in Semirechye. And the city of Pishpek was successfully greened, groves rose around it. Here, along with local trees, oak, hornbeam, and birch trees brought from afar successfully took root. The regional governor, Gerasim Alekseevich Kolpakovsky, was a passionate advocate of landscaping. There was even a legend that Kolpakovsky ordered the lazy residents of the city to be punished with a whip if they did not take care of the plantings, or, on the contrary, he rewarded the diligent ones who grew trees in front of the house. In fact, there was a system of fines, as well as a whole system of incentives for greening the city. The State and Oak Gardens, Boulevard and Atbashinskaya alleys were laid out, all city streets were buried in a green outfit. A special order stated: “Near each house, retreating one fathom, plant trees along the street in two rows on each side, two fathoms wide, which should serve as a sidewalk for passers-by.” Thus, each street was lined with 4 rows of trees, which has been preserved on some streets to this day. A special role in the birth of the garden city was played by gardeners and foresters Alexey Fetisov, Tsarunov and headman Ilya Terentyev. To encourage residents and involve them in greening the city, nurseries were created and seedlings were given out free of charge. The forestry department made great efforts to preserve tugai forests, shrubs and mountain spruce forests.
